UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
The Aceh Government Transformation Programme (AGTP) addresses the urgent need to strengthen the capacity of Aceh?s provincial government and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it will inherit from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR) in 2009.
The project will help ensure a systematic and smooth transition from BRR to provincial and local governments that will safeguard the still fragile legacy of the billions of dollars invested by donors and the Government into rebuilding the province after the devastating tsunami and 30 years of conflict. Currently, there is neither the technical capacity nor the budget allocation at the provincial level to carry out theses important tasks.
AGTP is designed to address critical gaps in the Aceh government?s policy-making and technical capacity. The first gap lies in the Executive?s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district government agencies to process assets and projects transferred from BRR, and to implement ongoing recovery work. The third gap is the administration?s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition.
The project has three outputs:
1. Enhanced capacity of the Provincial Executive to create the institutional and policy framework for successful transition and recovery. This will provide the Provincial Executive with the ability to coordinate and facilitate the transition through a demand-driven approach to key transition policy areas. This output is based in the Governor?s office.
2. Enhanced operational capacity of key provincial government agencies (SKPA) to effectively fulfill their transition and recovery responsibilities. This will provide immediate transitional support to the provincial agencies with the responsibilities for coordinating, planning, implementing and monitoring the main transition activities. This output is based in BKPP.
3. Enhanced capacity of the Provincial Training & Human Resource Body (BKPP) to retain, manage and transfer to provincial and district government agencies the knowledge and skills required for successful transition and sustainable recovery. This will strengthen the province?s ability to sustain the recovery, and thereby safeguard the legacy of the resources and effort invested in Aceh?s social and physical reconstruction. This output is based in BKPP.
This ToR is for a Staff Career Development Consultant to work on the third output.
The objective of this assignment is to contribute to BKPPs capacity to implement AGTP Output 3.
The provincial government has recently carried out a restructuring exercise, reducing the number of bureaux from 52 to 42, and appointing new heads. This restructuring is part of creating an administration able to sustain the recovery following the transition. However, the restructuring itself takes place at a time when the provincial government has to deal with an unprecedented set of complex and simultaneous responsibilities. Some key agencies do not have the capacity to perform these tasks.
BKPP, through Output 3 of AGTP, will retain, manage and transfer to provincial and district agencies the knowledge and skills required for a successful transition and sustainable recovery.
The Staff Career Development Consultant will work with BKPP to enhance its capacity to perform the tasks identified in Output 3 of AGTP. This will be in accordance with the workplan for AGTP supported tasks attached in annex.
Scope of work Expected Results/Deliverables/Final Products Expected
The Staff Career Development Consultant will report to the Kepala BKPP and work closely with the BKPP Technical Advisor.
The Staff Career Development Consultant will work under the technical supervision of the AGTP technical advisory team. The areas of work for the Staff Career Development Consultant include:
1. Designing and implementing a staff career development system to meet the specific needs of BKPP?s new competency-based human resource management system for Aceh. The Staff Career Development Consultant will design and implement a staff career development system at provincial and district levels to meet the specific needs of the new competency-based human resource management system for Aceh, based on the skill sets identified by Tim HR?s study. Such a system will identify job competencies for recruitment and selection, career development, placement and succession planning, training and development, performance management, and pay and rewards.
2. Ensuring that Staff Recruitment and Selection is based on job competencies, professional standards, fairness and transparency. The Staff Career Development Consultant will help to design ?fit and proper tests? at selected districts in Aceh that may wish to carry out their own restructuring plans or staff recruitment plans in the future. The Staff Career Development Consultant will design and implement ?fit and proper tests? at BKPP to recruit qualified and competent managers, trainers and staff to carry out BKPP?s training programmes in the future. The Staff Career Development Consultant will design and implement a comprehensive Training Master Plan for Faculty Development at BKPP.
3. Ensuring that BKPP?s training curricula are based on the staff career development needs of Aceh?s provincial and district departments for the immediate and future development of Aceh. The Staff Career Development Consultant will work with the Training Curriculum Design Consultant to design training curricula for Echelon II and Echelon III officers based on career development paths for senior officers, as part of succession planning and training road maps for senior officers of the Aceh civil service.
4. Support to the Kepala BKPP, BKPP Technical Advisor and BKPP staff.
The Staff Career Development Consultant will also provide support and technical assistance to the BKPP Technical Advisor, Kepala BKPP and the BKPP staff as and when it is required, during the duration of the contract.
The specific outputs of the Consultant are as follows:
· Review the job competencies identified by Tim Asistensi HR to develop training road maps for Echelon II and Echelon III officers to ensure that they will be provided with the necessary knowledge and skills identified for key transition and recovery tasks in Aceh.
· Design and implement ?Fit and Proper Tests? at selected key provincial and district agencies in Aceh.
· Design and implement ?Fit and Proper Tests? at BKPP to select managers for key positions at BKPP, trainers and instructor for critical training programmes, and staff for key posts in BKPP.
· Plan and implement a comprehensive Training Master Plan for Faculty Development at BKPP, including developing institutional linkages with established and excellent training institutions for staff exchange, training and attachment programmes.
· Work with the Training Curriculum Design Consultant to review and design new training curricula for the training of Echelon II and III officials in Aceh and overseas, as part of leadership training, and for succession planning and career development of Aceh?s senior officers.
· Work with the Training Curriculum Design Consultant to design training programmes overseas for Echelon I officers as part of leadership training and career development efforts.
The consultant will be based in Banda Aceh with occasional travel to Jakarta. The individual ToR for each assignment will specify the amount of travel, if any.
The consultant will be hired for a period of twelve months (48 weeks) from 15 December 2008.
Payment will be based on a monthly basis upon submission of monthly progress reports according to the overall work plan for the duration of the contract.
The contract may be extended if there are extenuating circumstances that delay the production of the deliverables or if further requests for services are received.
· Strong knowledge in decentralization and local governance.
· Strong understanding of and experience in management, education and training.
· Ability to translate needs into program and project documents, and training curricula.
· Knowledge of donor community in Indonesia.
· Good analytical skills and presentation skills.
· Good command of relevant computer programs.
· Team player and team builder.
· Proficiency in English and Indonesian languages.
· Experience working in Aceh.
· Understanding of UNDP systems and procedure is an advantage.
· Understanding of Government systems and procedure is a plus.
· Master?s degree in human resource management, management, training, education, development or other social sciences.
· Seven years? professional experience national/international level in management, education, training or development areas.
· Proficient in English language, spoken and written. Ability to write reports, make presentations, provide training etc.
OTHER SELECTION CRITERIA
· Specialized knowledge in human resource management, training, education, curriculum design, courseware development, and use of computer technology.
· Other standards the contractor must fulfill: Disciplined and willing to work according to deadlines.
